Desperate to make ends meet in the war-ravaged city, Abel takes a job in...。1960年代，香港。高楼林立的后面掩饰不住贫民窟的寒酸破败。由于一小孩被老鼠咬伤，不几日鼠疫蔓延开来。刚开始并未引起当局太大重视，随着入院就诊人数逐渐增多，卫生署派人到贫民区发药灭鼠，怕引起市民恐慌，宣布鼠疫并没有大面积流行。但每日增加的住院病人令当局重视起来，组织医务人员研制疫苗，不过为时已晚，连日出现病人死亡，不少有钱人举家逃往海外。普通贫民则相信迷信，求符消灾。一时间，店铺纷纷关张，机场封闭，个别奸商借机大发横财。当局由于决策被动，造成全港人心惶惶。就在大家感到绝望之机，新型疫苗研发成功......。
